It appears that there is an injury to the talus. I would recommend getting access to results from radiology facility.

I short, no. I do think you should be seen by a doctor though.

What kind of anesthesia is used for ankle joint surgery?

General anesthesia is often used. Sometimes local anesthesia with IV sedation is used.

It does look red so I would recommend getting an X-ray at the very least. Your borderline diabetes makes that even more necessary.

Achilles question?

It sounds like a strain in the Achilles’ tendon. Absent being seen by a podiatrist it sometimes helps to wear a lift in the shoe to offload the heel. Continue to ice it.

There are medications prescribed that can minimize symptoms but you should be seen by a podiatrist for that to rule out other conditions. Hydration helps as well. When you have some improvement physical therapy can be added.

Ingrown toenail?

It sounds like an ingrown nail. Resolution of the symptoms will need a visit to the podiatrist who will need to remove the corner of the nail that is causing inflammation.
