“At what age do late talkers talk?”
My daughter is 16 months old. She is not talking yet. At what age do late talkers talk?

Usually at 2 years of age language is more evident, but sometimes when they do not feel the need to talk or are processing more than 1 language it can be delayed a little longer.
Between 2-2 1/2 would be a good time to look into early interventions if you are concerned about late talking. By around 2 children should be forming two word utterances and expanding from there. Check ins with your pediatrician would be great as well as looking into your state/area’s early intervention programs which will target speech therapy.
Between 12-24 months of age most children will have developed between 10-20 words. This is based on language normative data. If your child has had multiple ear infections, it may be more on the side of articulation. In other words, they may have the words, but you can't understand them. When in doubt, I always recommend that you contact a Speech-Language Pathologist to complete an evaluation.
