My mom is in her late 60s, and she always complains when of chest pain when it is rainy weather. Can changes in weather cause chest pain?

Not to the heart. However, some patients report chest pain but it might be related to chest wall trauma.
Cold temperatures and humidity can cause spasm of the heart arteries with resultant chest pain. She needs to see a cardiologist for further work up.
Yes, a number of possibilities: the joints where the ribs join the breast bone can swell up and cause arthritic pain; the cold can cause arteries to constrict making it difficult for blood to flow either by making it hard for the heart to pump blood or by constricting the nutrient arteries.
