Can scabies be determined by a biopsy of the bites?

My mother is 92 years old approximately 1 month ago she stared getting welts all over her body. he went to the doctor and they said it was bug bites. We brought in a bed bug expert along with an exterminator nothing was found. She visited a dermatologist that on a second visit did a biopsy of the bites. At the same time they started treating her for Scabies. She received an ointment which she applied over her entire body over night then washed off. Over two weeks she has repeated this process twice. Still no relief, bites continue. During the two weeks period the biopsy was inconclusive. What should our next step be. My mother is very healthy other then this problem.

Sometimes itching following scabies treatment can persist for a couple of weeks, Some cases of scabies are resistant to creams and require pills. A biopsy may or may not be able to identify the scabies mite.

Reading your question again. “Welts” makes urticaria or urticaria phase of bullous pemphigoid much more likely.
