Yes they can. Most of the time when children develop diabetes it is type 1 diabetes which is very different than type 2. Many people with type 2 diabetes are adults and often overweight. The characteristics for type 1 diabetes are very different and can occur in thinner kids.

Diabetes can make you "skinny" but unwell generally as well. The persons size "centrally obesity" can be predictor, genetically runs in families, induced by eating plenty sweets. gestational diabetes is a predictor. if you suspect this then you should be able to tell by doing a simple blood test.
