“Do I have Genital Herpes?”
I had protected sex 3 days ago. I found this bump on the shaft of my penis that hasn't really changed in size since yesterday when I discovered it. I don't have any other HSV2 symptoms. No itching or pain.

It is less likely to be Herpes Simplex virus, the way you present the information. Much better that you discuss with your partner their history of Sexually Transmitted Disease and use protection to prevent getting herpes, although you can still be exposed to it even when using a condom. If really concerned, see your primary care physician or a urologist.
That is an ingrown hair.
