If that is their theoretical orientation of which they practice, but not all clinicians utilize CBT as their theoretical therapy orientation.
Yes, they should be able to perform CBT. Everyone tend to gravitate towards certain counseling styles more than others, but in general CBT is one of the more widely used frameworks.
