HIV Testing and Symptoms

Hello, I want to confirm that if anyone obtains negative HIV results beyond 130 days with an ELISA blood drawn lab test that those results are conclusive even if you have “hiv symptoms” beyond the window period and test results negative. Is this late seroconversion or a different viral syndrome?
