Go and see a general surgeon.
If your symptoms never resolved or came back after recovery, it may have recurred. Have your surgeon examine you or obtain imaging studies (CT scan or ultrasound) to confirm.
Failure of surgery typically means recurrence. Recurrence rates are typically about 1-2%. Symptoms of recurrence include worsening pain, discomfort, or a new bulge. Examination by your surgeon or imaging may help diagnose a recurrence.
