“I have this red bumps on my shaft. Idk what it is”

It's a red bump, that sometimes it bumpy but sometimes not. Before it was just a white spot, and then i tried to pop them out. There's a white thingy came out that looks like a clogged oil on it. After the the scars are gone it came back like this.
