In general, yes. It all depends on the degree of your heart problem, how severe it is, and how disabling it is. Even for patients with significant heart disease, depending on the type of surgery necessary, they can still undergo that surgery. Sometimes they may require more invasive intra-operative monitoring, to make sure their heart rate and blood pressure stays stable.

Generally speaking yes. Different modifications may need to be made to perform a safe anesthetic, but general anesthesia can safely be delivered to heart patients.
Depends on the condition of your heart. If the surgery is critical, then the risk versus benefit should be considered. Anesthesia is fairly safe in most cases, provided adequate monitoring can be placed. The greatest risk would be the degree of surgical stress and the duration of the surgery.
Anesthesia is safe for everyone so long as we know your health history and can tailor the anesthetic appropriately.
