I received a blowjob without a condom from a woman last week and also we did kissing but no vaginal/anal sex. This week I have a mouth ulcer under my tongue. is this an HIV symptom? Does HIV spread through oral sex?

Not likely HIV as your lesion appeared too fast. Could be herpes. Might be unrelated. See your family doctor.
