You should brush them daily. Commercial cleaners when stained. And if you get tartar build up on them your dental office can help with that. Be sure you remove your partial when sleeping.

Yes. In fact you should clean your partial dentures after every meal you have. They should be removed and rinsed under water and you should rinse your mouth as well. This will prevent cavities from forming. Your partial dentures should be removed and soaked in Polident or another denture cleaner nightly and not be worn to sleep.
Any removable dental appliance: dentures, partials, retainers, night guards and snore guards should be cleaned daily when they are removed from the mouth. A toothbrush and toothpaste are sufficient to remove any plaque accumulated. The dissolving tablets are for periodic use when it develops stain.
