Should a 3 year old be talking?

My daughter is 3 years old. She is not talking yet. Should a 3-year-old be talking?

By your child should have at least 450 words and using 2-3 word phrases. If she is not, it is recommended that she be evaluated by a Speech-Language Pathologist.
