Is 99.4 a normal temperature for 15 year olds?

It depends on where you are taking it. I’m making the assumption that since the child is 15 years old, this is an oral temperature which would make it a normal temperature.
While 98.6 degrees Fahrenheit is considered “normal,“ usually temperatures in well, healthy people vary from 97-100 degrees. So, yes, for you, 99.4 is a normal temperature.

Yes, a 99.4 body temp is still within normal range. We could consider a fever above 100.4 measured internally (mouth, rectal or ear thermometer). Keep in mind that many of the skin thermometers are only measuring your outside skin temp, which is changed by being in the sun, sweating, or a cool breeze. Only an internally monitored temperature is useful medically.
