Dry and there's deep dots around it where skin hasn't broke

It looks like it may be what is called a plantar wart. which is just a wart on the bottom of the foot. one or two approaches may help. you may be able to treat it with OTC wart medicine or see a local podiatrist who will confirm the problem and do the proper treatment. it looks very benign and bears some watching and ultimately proper topical treatment.
