“Waterlogged-looking hands that peel?”
What is causing the palms of my hands to look as though they've been in water for a long period of time and then peel, as well?

Sounds like your hands have lost moisture; sometimes this is due to contact with cleansers. If a moisturizer doesn't help, a local dermatologist can prescribe a stronger cream.
