For hypoglycemia, there is no number that constitutes a medical emergency. It is symptoms of dizziness, sweating, heart pounding or confusion are reasons to seek emergency evaluation. If these symptoms occur, you should check the glucose if possible otherwise have some simple carbohydrate food (milk, juice, glucose tablets). For high glucose, more than 350 medical evaluations quickly are recommended.
Your question is difficult to answer without knowing how low the blood sugar is and what symptoms you are experiencing. If you have a known endocrine problem with a persistently low blood sugar and symptoms, you should seek medical attention - and the emergency department is probably the most appropriate location. If it is low and improves taking some sugar containing food or liquid you may be able to follow-up with your primary care provider.
It is not only a number, but the context. For example, a low blood sugar below 70 with symptoms of hypoglycemia is a medical emergency. High blood sugars without ketones or symptoms could be treated at home. High blood sugars with ketones and/or symptoms should be also a reason to seek medical attention immediately.
