An eye that the white part looks blood red is a hemorrhage under the conjunctiva which is the outer layer of the eye. This is usually not significant and goes away by itself. If the blood vessels look red, conjunctivitis is usually associated with discharge. If its from a virus then it goes away by itself but can be contagious. If it doesn't resolve in n a few days you should get it diagnosed by an eye care professional. You can use nonpreserved artificial tears and cool compresses. Be careful not to infect anyone, Wash your hands a lot.
Depends on the diagnosis. A complete ophthalmologic exam should be performed.
