You can try a medication like Zyrtec or Claritin
I assume you mean allergic rhinitis, or hay fever. There should be some kid-safe antihistamines of the non-drowsy variety like Allegra, Zyrtec etc., and you can call the pediatrician to ask if it's OK to use Flonase spray (nonprescription). Those will take care of 95%, and if she needs desensitization or something you will need an allergist.
Allergy test then avoids the allergen. Some patient luckily gets better after moving to a new place.
I suggest taking a daily antihistamine like Claritin or Zyrtec, and if that does not markedly improve symptoms, she should take a nightly sniff or two in each nostril of nasal fluticasone(Flonase). She also could sniff nasal saline(Ocean spray) 3-4 times a day to rid the nose of pollen and irritants but be sure to take the nasal Flonase at BEDTIME so as not to wash it out by any daytime nasal saline usage.
