Can vary from local to general, depending on why it is undertaken.
Because cystoscopy is usually done as an outpatient procedure (you go home after surgery), you are given a brief general anesthetic and recover quickly.
Usually general anesthesia but spinal anesthesia is a possibility.
Often none.  Sometimes mild sedation, sometimes general anesthesia.  Depends mostly on why it is being done.
