Yes, individuals with light iris color can be more sensitive to sunlight. Everyone, however, should protect their eyes with UV 400 coated sunglasses in the sunlight to avoid ultraviolet exposure.
Yes, typically light eyes have less pigment in the retina which will cause light eyes to be more light sensitive than dark eyes. The more pigment that the retina has (i.e., dark eyes), the more light is absorbed by the retina which makes the intensity of the light coming into the eyes less intense, therefore, less light sensitive.
