Acupuncture has long been utilized as a means of healing skin conditions. But it can be a challenge. Dermatitis can be due to what you are eating, hormones, allergies, etc. Honestly, I have not had great luck with skin issues, partly because we can't control hormones or allergies. But you can control what you put into your body. Finding out if you suffer from food allergies could be your first stop. Stress can also cause skin problems, so getting that under control would be key. Try using hypoallergenic soaps/shampoos and the like to see if that does the trick. Excess perspiration and heat in places like the elbows usually can worsen dermatitis so you might want to wear loose clothing that would allow for ample air flow. Change your clothing during the day so as to avoid sweating. All of these things can be helpful but if there is a hormonal imbalance or if allergies are prevalent, there may be little acupuncture can do. Good luck!
Acupuncture can treat dermatitis. Acupuncture itself stimulates beta-endorphins to help ease the pain/itching and tells the body to heal itself. Alpha-adenosine is also released locally to calm the sites of irritation where the needles are placed. Use of moxibustion would further relieve dermatitis as mugswort, the herb being burned, has a very soothing, calming effect. There are even herbal supplements to help with the skin depending on the condition. Make sure to check with your primary if any of these would be a good possibility for you.

I am assuming here in my response that you have ruled out allergens causing dermatitis... laundry detergent, lotions or other substances you are putting on the skin, food allergens, etc... as I am skeptical that acupuncture would work to fix those symptoms if the exposure is constant and ongoing, though it might reduce symptoms still. Acupuncturists are usually trained in nutrition and herbal medicine. I would likely use herbal medicine to treat this along with acupuncture. I have treated exzema and psoriasis with Chinese herbal medicine and had great success. Acupuncture would also be employed to strengthen your whole system, if i were recommending a treatment plan. It certainly is very unlikely to harm you and worth a try.
