I have no idea what's wrong with her eye. She cannot open it, it's like stuck. Can an emergency eye visit help my daughter open her stuck eye?

Try washing it out with warm water or place a warm, moist washcloth over the eye for a few minutes. Once the eye is open, she should see a doctor for a more complete evaluation. An urgent care is fine unless she had trauma to the eye itself.
Depends on why is it stuck. Did she place glue or something, or is it infected? If it is the latter, then she may need antibiotic eye drops, and this condition is very infectious. One has to wash your hands well, and make sure you do not share towels, etc.
