This really depends on what is causing the pain. Sometimes surgery can help but other times surgery is not best.

Yes, it certainly can be treated IF surgery is the best option. I recommend a formal spine evaluation to determine what the best options are in your case. I can tell you that conservative treatment in the form of physical therapy or pain management is typically utilized prior to surgical intervention. If conservative treatment doesn't resolve your pain, surgical intervention will then be considered.
This depends on the diagnosis. Back pain rarely responds to surgery.
