Crusty, odd-looking mole

I have a mole on my shoulder that's starting to get crusty looking. I haven't picked at it, but it still seems to change and get crustier in appearance. What could it be? Should I have it tested?

Crusting and scaling of moles is considered a warning sign to alert the lay public to consult with a dermatologist if they occur. It doesn't necessarily mean a cancerous change, but it would be prudent to have this professionally checked out just in case to prevent a possible delay in diagnosis--which can have deleterious consequences. Always better to be safe than sorry..
I suggest you have it evaluated by your primary physician and/or board certified dermatologist. Depending what it actually looks like there are many possibilities some of which may not be anything to worry about but crusting can be a sign of skin cancer as well.
