They treat disorders of the spine if they have additional training in spine surgery. They are not pain management doctors though. They will diagnose the problem, either recommend physical therapy, surgery, or refer you to a pain management physician.
Of course. That is the primary function of an orthopedic doctor. Some, however, specialize in joints only and therefore you want to make sure that the orthopedic doctor. That you choose treats back problems before you set up a visit. If they do not treat backs usually they have a colleague that will evaluate and treat your problems.
Yes, they do, but not all orthopedic doctors will see you depending on if they specialize in other areas of the body. Orthopedic doctors who are spine specialists, sports medicine specialists, and general orthopedists are the ones most likely to see you.

Both orthopedic surgeons who specialize in spine and neurosurgeons are able to treat back pain. The key is finding someone you trust. Through word-of-mouth is more reliable than the credentials of the doctor. You should probably start with an anti-inflammatory agent and some physical therapy. If necessary a muscle relaxant or a steroid can help. Avoid anyone who’s conversation centers on surgery at the initial visit should be avoided.

Orthopaedics historically began with treating pediatric spine. However, since most back pain does not require surgery, you should begin with your primary care doctor and physical therapy, or consider seeing a chiropractor.
