I am gaining weight around the back of my neck. What could be the problem?

I am suddenly gaining a lot of weight on the back of my neck and it's also hurting. What could be the problem? Can you suggest some stretches to tone this area?

That usually is a structural change of the cervical spine due to posture. I don't know how old you are but bad posture can put stress on the structures and soft tissue to protect the area from future damage.
I think you need to see your primary care physician for diagnosis first, and possibly some blood work.

Check with your physician. You might need a referral to a thyroid specialist
You cannot selectively tone a certain area. Your body will shrink fat cells as you diet and exercise throughout your body. Most people see a reduction in fat cell/adipose cell size in the face first and then other body parts. Your increase in size on the back of the neck may be a sign of a dowager's hump. But you would need to be evaluated.
