Retinoid products will help
Oil is essential for the face, so don't try to dry it out too much. Over the counter benzoyl peroxide or adapalene are topical agents that can reduce oil production on the face.
Usually, a topical retinoid is very helpful for this. See your dermatologist to get a script.
You can reduce oil production by cleansing the skin with a wash containing salicylic acid, glycolic acid or even benzoyl peroxide if acne is an issue. Toners, blotting pads and facial masks may also be useful. If skin is extremely oily, prescription retinoids are often required. You should see a board certified dermatologist to fully examine your skin and come up with a game plan. I hope that helps!

That is difficult to answer as how oily your face is could be a result of genetics, diet, or perhaps an underlying medical condition. The topical Vitamin A creams (like Differin, Retin-A) can help reduce oil.
The tendency towards oily skin is innate to your skin. But there are certain oil control face washes and medications that can be used to help control sebum (oily secretion) production. Using topical retinol creams can be very helpful.
