Can you take 10mg of levocetirizine if you're having an allergic reaction?

You may need an Epi pen.
If you are having a minor allergic reaction, than taking levocetirizine may help. Diphenhydramine may work a little better, but is more sedating. However, if you are having a more severe allergic reaction than you really should seek medical attention.
