Acupuncture points have been used in treatment more than 4000 years. If it is not safe, it will not in the list. Forehead has a think bone to protect brain. It is very safe. Sometime you might have slightly bleeding due to the needle breaks the small blood vessel. It should be fine unless you have immune problems.

Acupuncture on the forehead is very common, especially the glabella, also known as the third eye. This point is very calming and helps with the treatment. Other forehead points may be used for facial collagen strengthening. There are risks to any medical procedure... localized infection with needles is always a remote possibility, though unlikely if following Universal Precautions protocols.

But there is not much you could damage there if you needle too deeply or at the wrong angle, as they needle would just run into the skull... which is not ideal, but not usually damaging.
