Acupuncture points have been used in treatment more than 4000 years. If it is not safe, it will not in the list. Forehead has a think bone to protect brain. It is very safe. Sometime you might have slightly bleeding due to the needle breaks the small blood vessel. It should be fine unless you have immune problems.

Acupuncture on the forehead is very common, especially the glabella, also known as the third eye. This point is very calming and helps with the treatment. Other forehead points may be used for facial collagen strengthening. The practitioner should of course be aware of the sensitive organs like the eyes & nose, but the forehead is generally safe to needle.

There are acupuncture points on the forehead. When I treat them, I use very small needles, usually half inch long with a very thin gauge. I gently place them just under the skin and angle them at 45 degrees. I always instruct my patients to let me know if anything feels uncomfortable. Acupuncture can be practiced safely on sensitive areas like the face this way.
