Oligomenorhea is a disease of females.
I am assuming that you are asking this for someone else, but light flow may be normal, due to low body weight and fat percentage, malnutrition, stress, intense exercise like marathon runners, etc. Of course, a pelvic exam should be done to rule out uterine anomalies and other structural issues.
