The tiny red blood dots are most likely cherry angiomas. They are a proliferation of tiny blood vessels. They are benign and hereditary. They can be removed with lasers such as a pulsed dye laser.
Tiny blood vessels, known as telangiectasias, are quite common. Some people have them because of a genetic predisposition. Others get them from overexposure to the sun, usually many years earlier. And still others have them as a manifestation of a condition known as rosacea. They are usually easily treated with gratifying improvement by a dermatologist with short bursts of radiowaves. It's very common condition.
