The normal heart rate for a 4 year old child is 80-120 beats per minute. when a child is sick the heart rate can be as high as 160 beats per minute.

Children have a faster baseline HR, and HR 80-99 can be normal. If the child is sick, will usually be even faster. A fever in general adds to the HR (10 bpm for every degree above normal F).
