My teenage son has diastolic blood pressure. I want to know what is the fastest way to lower diastolic blood pressure?

There really isn't a way to do this quickly. Need to find out the cause.
Exercise would be the best way to decrease diastolic blood pressure.
You can usually lower your diastolic blood pressure 2-3 points with daily aerobic exercise and another 2-3 points with a low sodium, low fat diet. I will almost always try this before considering medications.
