I shaved, I have atopic dermatitis and it gets itchy i scratched my groin really intensively. Is this herpes or an std?

It looks like it could be genital warts. The only way to know and for you to be treated appropriately is for you to be tested. It's imperative that you be seen so that whatever it is you're dealing with doesn't progress. I recommend that you visit your nearest urgent care as soon as possible.
