The uterus enlarges, the uterus is located in the lower pelvis, so the lower pelvis is what enlarges first. As it grows, it does push the organs in the mid abdomen up a bit (the intestines) so over time between that and the enlarged uterus the whole abdomen looks enlarged but the initial growth is low in the pelvis.
