A native of Colombia, Dr. Belalcazar received his medical degree there and completed his residency at the Colombian Institute of Ocular Surgery in Bogotá. He then underwent refractive surgery training at the world famous Instituto Barraquer de America in 1993, The Myopia Ocular Center in Madrid in 1996, as well as at Park Avenue Laser Vision in New York with Emil W. Chynn, MD in 2008.
Certified by the Educational Council for Foreign Medical Graduates of Medical Examiners, he is a member of the American Academy of Ophthalmology, the American Society of Cataract and Refractive Surgery, and the International Society of Refractive Surgery.
Additionally, the doctor is board-certified in ophthalmology by the American Board of Ophthalmology, which is an independent, non-profit organization responsible for certifying ophthalmologists in the United States of America.
