Get to know Family Physician Dr. James M. Lally, who serves patients throughout the State of California.

Dr. Lally is a highly skilled, board-certified osteopathic family physician. He serves as Chief Medical Officer of Health Service Alliance, a local Federally Qualified Health Center (FQHC), with five sites.

A hands-on leader, he brings to the project the experience and knowledge of years of high quality medical care and service to the community. He recently departed Chino Valley Medical Center where he held the position of Chief Medical Officer since 2004 and worked closely with administration and medical staff to insure a very high performing facility.  

He was responsible for the day-to-day operations of Chino Valley Medical Center and Montclair Hospital Medical Center. He also served as Director of Medical Education for internship, family practice residency and sports medicine fellowships, as well as served on the Board of Trustees for both hospitals.  

He was trained by the Army to be a Physician Assistant and when he was medically retired, Dr. Lally earned his Doctor of Osteopathic Medicine degree from the Western University of Health Sciences College of Osteopathic Medicine of the Pacific in 1991. He then went on to perform his internship and residency in family medicine at Montclair Hospital Medical Center, where he served as chief resident and later was the program director.

Furthering his education, he graduated with his Master of Medical Management degree from Carnegie Mellon University in 2000.

Board-certified in family practice and osteopathic manipulative medicine, sports medicine, and geriatric medicine, the doctor is a Diplomate of the American Osteopathic Board of Family Physicians (AOBFP). The AOBFP is an organization that provides board certification to qualified osteopathic physicians who specialize in delivering comprehensive primary care for patients of all ages, genders, and addressing all parts of the body.

Having served in numerous positions of responsibility and leadership within the osteopathic profession at local, state and national levels, Dr. Lally is an active member of the American Osteopathic Association and a Fellow of the American College of Osteopathic Family Physicians.

Moreover, he is a Clinical Professor of Family Medicine at Western University of Health Sciences College of Osteopathic Medicine of the Pacific, and at Touro University California, College of Osteopathic Medicine in Vallejo; is the Founding Medical Director of the University of La Verne’s Physician Assistant program; and has been appointed to the Board of Trustees of Western University of the Health Sciences.

Leading by example, Dr. Lally is recognized in the local community as a charitable and giving physician. Early to work and late to leave, he serves as a role model to his management and staff as someone willing to “walk the walk”.  

Serving Chino, Montclair, and surrounding communities, Dr. Lally treats patients of all ages with a focus on preventive medicine, chronic condition management, and behavioral health. He partners with individuals to develop realistic, healthy routines and helps them achieve their health goals through patient education and personalized treatment plans.

Family medicine is a medical specialty devoted to comprehensive health care for people of all ages. The specialist is called a family physician or family doctor. A family physician is often the first person a patient sees when seeking healthcare services. They examine and treat patients with a wide range of conditions and refer those with serious ailments to a specialist or appropriate facility.

Since 1993, Dr. Lally has been the USA Shooting Team physician, traveling with the team to world cups, world championships, and the Olympics. He serves as Chairman of the Medical Committee of the International Shooting Sports Federation, member of the Medical Committee of the International Olympic Medical Commission, and is a member of the YMCA Board of Directors.

Locally, he oversees the sports medicine programs of the four local high schools in the Chino Valley Unified School District. 

In 2016, Dr. Lally was recognized as the Physician of the Year for the American Osteopathic Foundation, having been selected from over 125,000 eligible physicians. He was also selected for the Corporate Division, Inland Empire Spirit of the Entrepreneur Award.

Happily married, he lives with wife, Rebecca, an attorney, in Upland, California. His adult son, Joshua, lives nearby and he lost a daughter, Kaitlyn Bai, in 2018 at the age of 22. On June 25, 2020, Dr. Lally and Rebecca received a welcomed gift from heaven of twin girls, Kaiyah Bai and Nolani Bai, who have blessed and rejuvenated his life.
