Dr. Meagher Jr. received his medical degree in 1973 at Baylor College of Medicine in Houston, Texas. After a general surgery residency at the same teaching venue (1978), he completed a pediatric surgery fellowship at Cincinnati Children's Hospital Medical Center (1978 - 1979) and a second fellowship in pediatric surgery at The Children's Hospital in Denver, Colorado (1979 - 1980). Prior to his medical degree, Dr. Meagher Jr. earned his Bachelor of Arts degree in Biology/Zoology from the University of Kansas in 1970.

The ABS is an independent, non-profit organization located in Philadelphia, Pennsylvania, founded for the purpose of certifying surgeons who have met a defined standard of education, training, and knowledge.
