New York State has a large, multi-faceted mental health system that serves more than 700,000 individuals each year. The Office of Mental Health (OMH) operates psychiatric centers across the State. It also regulates, certifies and oversees more than 4,500 programs, operated by local governments and nonprofit agencies.

Throughout his academic career, Dr. Elstein earned his medical degree from the Wroclaw Medical University in Poland in 1981. Upon relocating to the United States, he completed his residency in anesthesiology at the Montefiore Medical Center.

Following his training, the doctor attained board certification in anesthesiology through the American Board of Anesthesiology (ABA). As the certifying body for anesthesiologists since 1938, the ABA is committed to partnering with physicians to advance lifelong learning and exceptional patient care. Its mission is to advance the highest standards of the practice of anesthesiology.

Anesthesiology is the medical specialty concerned with the total perioperative care of patients before, during, and after surgery.
