A 1984 graduate of the Tulane University School of Medicine, Dr. Penn went on to complete his residency in obstetrics and gynecology at Sinai Hospital of Baltimore. He moved to Annapolis and entered private practice in 1988. He worked for the Public Health Service for 4 years and then became a member of the medical staff at Anne Arundel Medical Center.
A Fellow of the American College of Obstetricians and Gynecologists (FACOG) and a Fellow of the American College of Surgeons (FACS), the doctor is board-certified in obstetrics and gynecology by the American Board of Obstetrics and Gynecology (ABOG).
