For more than 70 years, the healthcare professionals at Pediatric Specialists have provided the highest standard of pediatric care for patients. The board-certified pediatricians and certified pediatric nurse practitioners offer patients and their families comprehensive pediatric services, including checkups, immunizations, as well as urgent care to treat any illness or injury.

An Assistant Professor of Clinical Pediatrics at Eastern Virginia Medical School, Dr. Kagan teaches 1st and 2nd year medical students. He is a past Chairman of Pediatrics at DePaul Hospital and Chesapeake General Hospital, and has served for six years as a member and interviewer on the Committee of Admissions at Eastern Virginia Medical School.

Committed to advancing health and health care, he is affiliated with Chesapeake Regional Medical Center, Bon Secours-DePaul Medical Center, Sentara Norfolk General Hospital, and Sentara Leigh Hospital.

A Boston native, Dr. Kagan earned his undergraduate degree from Boston University. He then attended Georgetown University School of Medicine where he graduated with his medical degree in 1974. This was followed by a residency in pediatrics at MedStar Georgetown University Hospital, and a clinical fellowship in pulmonary medicine and anesthesiology at Harvard Medical School. 

Among the doctor’s community involvement and memberships, he is a member of the Medical Society of Virginia, the American Medical Association, the Norfolk Academy of Medicine, and the American Academy of Pediatrics, Virginia Chapter.

An authority in his field, Dr. Kagan has written and published 10 articles for “Contemporary Pediatrics.” He is also a reviewer for pediatric articles to be published in “Contemporary Pediatrics”, and has appeared on WVEC TV for the CHKD Parenting Segment.
