Dr. Carter received her Doctor of Medicine (MD) from the University of Medicine and Pharmacy in Iuliu Hatieganu, Romania, and then went on the do her internal medicine training at Albert Einstein College of Medicine- Jacobi Medical Center, in Bronx, NY. As an infectious disease specialist, Dr. Carter specializes in diagnosing and treating patients with a variety of infections from infective endocarditis to osteomyelitis, HIV, and hepatitis B and C. 

Dr. Carter is board certified in internal medicine by the American Board of Internal Medicine (ABIM). The ABIM is a physician-led, non-profit, independent evaluation organization driven by doctors who want to achieve higher standards for better care in a rapidly changing world.
