Back in 1981, Dr. Carter graduated from the University of Xochicalco School of Medicine in Mexico. He then relocated to the United States, performing his residency in internal medicine at Lutheran Medical Center in 1985, and his fellowship in hematology and oncology at Jamaica Plain VA Medical Center in 1988.

On a professional level, he is an active member of the American College of Physicians, and is affiliated with Geisinger Medical Center.

Oncology is a branch of medicine that deals with the prevention, diagnosis, and treatment of cancer.
