Her educational background includes a Bachelor of Science Degree in Rehabilitation Services from Virginia Commonwealth University and a Master of Social Work degree from Norfolk State University.

On a professional level, Tracy is an active member of the National Association of Black Counselors and serves on the Carroll County Board of Supervisors – Pine Creek District.
