Dr. Barry L. Jackson, Ph.D. is Director and Professor Emeritus of the Drug, Alcohol and Wellness Network (DAWN) at Bloomsburg University of Pennsylvania. Although retired from the university in January, 2011, he has remained active lecturing, consulting and publishing in the field of addictions and psychology. In 2018, he was named the Vice Rector and Professor of Sciences at the Institutul de Roman de Osteoptie, Asociatia, Osteo Re School of Osteopathic Medicine in Bucharest, Romania. In October, 2023, Dr. Jackson retired from his duties with the medical school and now maintains a home in Bloomsburg.
At Bloomsburg University he founded the first comprehensive addictions program at the institution; the DAWN center was nationally recognized as a leader in the prevention and intervention of alcohol and drug use by university students. The Pennsylvania Liquor Control Board named him as Visiting Professor for the Bureau of Education where he consulted with other colleges and universities in the state. His work earned him the William J. Schofield III Award for Service from the Pennsylvania Department of Health, two State Governor’s Awards for Service, and Recognition awards from the Pennsylvania State Senate and the United States Senate.
As a Fulbright Senior Scholar, Specialist in Addictions, Dr. Jackson was invited to lecture at the University of Malta and serve as Senior Honorary Research Fellow in the Department of Primary Health Care and General Practice at the School of Medicine and Health Sciences, Otago University Medical School in Wellington, New Zealand. He also served as a member of the National Alcohol Advisory Council to the New Zealand Parliament.
In 2007 and 2008, Dr. Jackson lectured at Rhodes House at Oxford University in the United Kingdom. The Eisenhower Foundation invited Dr. Jackson as a delegate for the Commission on Counseling in Viet Nam and Cambodia and, the National Board of Certified Counselors, International Division, included him in a delegation to Malawi, in Africa to serve in a similar role.
Barry L. Jackson received his bachelor’s degree from Susquehanna University, majoring in Philosophy and Religion, in 1969. The following year he received a Master’s of Science in Higher Education and Student Personnel Services from Syracuse University. There he did additional studies in higher education management and organization management. He earned a Ph.D. from The University of Georgia in 1975. Dr. Jackson completed post-doctoral studies in Higher Education Law, Ethics, and Public Policy at Courtland State University. Additionally, he studied Higher Education Law at the University of Iowa.
His knowledge and skills in research design and statistics served him well as a research consultant to the Pettibon Chiropractic Studies Institute and the Chiropractic Bio Physics Institute. In addition to his more than sixty publications and training videos in counseling, psychology, and higher education law, he has two dozen publications in chiropractic research.
