I believe there are other specialists that have more training and expertise with ankle mobility such as a physical therapist or athletic trainer.
Yes, chiropractic can be helpful. It is difficult to generalize but in my experience chiropractors do a great job of rehabilitating spinal injuries such as neck or back. I think in general physical therapist do a better job of rehabilitating extremity injuries. But it comes down to finding a caring and competent provider. You can get good results with an excellent chiropractor or excellent physical therapist.

A Chiropractor will likely recommend some manipulation. I recommend you make an appointment with a foot and ankle surgeon (podiatrist) for diagnosis and treatment options
A chiropractor or physical therapist may be able to manipulate the joints in your feet and ankles, but if you have any type of joint derangement or significant arthritis, there is nothing a chiropractor can do for you joint mobility(of any of your joints in your body). Arthritis does not go away through chiropractic manipulation
