What are the risks of eyelid plastic surgery?

Without knowing the specific eyelids surgery. It is hard to say. I assume you are talking about blepharoplasty. The risks can be prolonged bruising and swelling. Sometimes you may get ectropion or the lower eyelid got pull down slightly. You might get asymmetry (uneven) or visible scar. Uncommonly, one may get excessive tearing or dry eyes.
The most common is asymmetry between the eyelids, and others that are less common include inability to fully close the eye, corneal abrasion, hematoma, or even bleeding behind the eye causing blindness. While complications are uncommon, an experienced surgeon should discuss these with you before your procedure
