I'm sorry you are suffering with shoulder impingement but good news is that with time and diligence, it can be often resolved without surgery. Go for a full evaluation complete with imaging and go from there.
Be carefule with exercises that hurt especially overhead. Have you had an MRI? There are safer rotator cuff exercises keeping your elbow to your side and doing a hitch hiker position with a theraband as well as some others.
It depends on the cause of the shoulder impingement. If the pain is severe, I recommend a shoulder brace to support you through movement. Movement is medicine, however it must be done carefully and not through pain. The exercises recommended will depend on your current degrees of pain free range of motion.
Find a Chiro, PT or trainer who specializes in shoulder. They can show you how to exercise your muscles so they can fix you faulty muscle firing patterns.
Shoulders are complex and you really need to be evaluated by a good practitioner who sees a lot of shoulders. I highly recommend looking for a provider through ActiveRelease.com Make sure they are certified in upper extremity.
